I've seen this publicized, and it's now finally available as a free PDF from The National Academies Press.

Rising Above the Gathering Storm, Revisited: Rapidly Approaching Category 5

This is written by the committee that wrote the original 'Gathering Storm' report and recommendations 5 years ago (which I gather, gave rise to the America COMPETES act). I haven't gotten very far, but it seems like interesting reading (with a number of disturbing stats).

Anyone interested in tackling the report in this forum? e.g. reading a section at a time and discussing here
