He points out that even if the fly decimates 80 percent of the knapweed population, the 20 percent of seeds that are left to germinate are often enough to outcompete native plants.


"Decimates" 80 percent? So in the example, it kills off 10% of that 80% of the knapweed [seed] population? That would mean 8% of the total seeds killed. That would leave a remainder of 92%, not 20%

I wish people would stop misusing the word "decimate". It means to kill one in ten, not to wipe out.

Dictionary.com lists your literal definition of decimate as "obsolete."

We don't really care if someone considers the usage obsolete. It means literally to remove one tenth. There is no room for confusion there.
